Responsible for evaluating underground storage tank (UST) system performance, improving operation and maintenance of UST systems by owners and operators, coordinating with the Office of Solid Waste and Emergency Response (OSWER) staff dealing with above ground storage tank issues, working with the Office of Enforcement and Compliance Assistance (OECA) on UST/Leaking Underground Storage Tanks (LUST) enforcement policies, interpretting various aspects of UST/LUST regulations, developing outreach material for state UST/LUST regulators and for owners and operators, and organizing the UST/LUST National Conference.

Coordinated a joint EPA-State-Industry Press Conference on the 1998 deadline for upgrading, replacing, and closing substandard USTs. Worked with OECA to develop a joint Enforcement Strategy for the December 1998 deadline.

Responsible for strategic planning, setting priorities and office-wide policies, and making personnel decisions for OUST. Other responsibilities included advisor on cross-functional and cross-organizational project teams including the Financial Responsibility Team, the State Assurance Fund Team, and the ADP Team.

Support states in developing compliance mechanisms by providing technical and financial advice to regulatory agencies, by testifying before state legislative commitees, and by meeting with state legislators and officials to discuss how states can assist tank owners in complying with the underground storage tank requirements.
